The Certified Hazardous Materials Manager achievement, or CHMM certification, is offered by the Institute of Hazardous Materials Management (IHMM) to signify knowledge and ability to handle hazardous materials. In order to achieve the certification, an individual must pass an examination in order to demonstrate education and experience in handling hazardous materials.

The test itself is quite rigorous and will test for understanding in three basic categories. First, the candidate for certification will have to show an understanding of basic science and technology principles in relation to management of hazardous materials. Skills should include a knowledge of radiation, toxicology, physics, chemistry, hydrology, geology, biology, and engineering. Second, the exam references knowledge of the regulatory framework of environmental and hazardous material management. Candidates must be familiar with Federal regulations relating to CWA, EPCRA, CAA, DOT, DHS, NRC, OSHA, RCRA, TSCA, RCRA, CERCLA, SARA, EPA, and HMTA. Finally, competence and judgment skills will need to be evaluated to assure that the candidate can make mature decisions in managing programs and resources.

For CHMM exam preparation, practice exams are a recommended course of study that will help candidates to familiarize themselves with the format of the test, as well as the subject matter over which they can expect to be tested. This certification specifies that an individual is qualified to deal with hazardous and potentially hazardous materials in any capacity, whether hands-on or through indirect methods, allowing recognition above other job applicants competing for positions in the field. Re-certification is required every five years to maintain currency in this level of recognition.

There are several different levels in which an individual can be CHMM certified, with separate requirements for each. While a CHMM sample test will cover the material for most of these achievements, an individual with a specific goal in mind might want to search for assistance catered to the particular exam in question. In order to register for the exam, candidates must have a baccalaureate degree or higher from an accredited college or university. These individuals must also first pass a professional multiple choice exam that is developed and administered by the IHMM. Eligibility beyond this point is determined by the degree of education and experience held by each individual candidate.

In order to receive a Master Level CHMM, one must have a degree in some field related to the management or engineering of hazardous material, as well as seven years of experience in field work. This should include responsibilities of developing, implementing, directing, and evaluating program activities related to the management or engineering of hazardous materials. A senior level CHMM, however, is slightly less rigorous, with a requirement of the same degree but only three years of experience in hazardous materials management or engineering. Note that it is acceptable to substitute graduate studies from an accredited college or university in place of up to two years of experience at a rate of 30 credit hours per year, as long as studies are in a related field.

There are multiple fees involved in taking the exam, so prior to registering, candidates are encouraged to test themselves with practice certification exams. CHMM study material in this fashion can be purchased and sometimes even downloaded for free from the internet, allowing potential testers to first assess their knowledge and study ahead to avoid the expense of the testing that results in failure. For the CHMM test, whether applying for the senior or master level, the application fee is $100, and the actual examination administration fee is $250 (all costs are as known at the time this article was written). A CHMM Certification Maintenance fee is required annually at the cost of $70 per annum, and he re-certification process every five years costs $75. Accessories are available as well, in order to authenticate various legal documentation, including an embossing seal ($75), a hand stamp ($40), and a self-inking hand stamp ($65).

If the subject can provide documentation of qualifying education and experience requirements, a $15 fee can be applied to upgrade from the Senior Level CHMM to a Master Level CHMM.

The test itself comes in the form of multiple choice questions and consists of 160 questions. It is a closed book test and is timed, with a three hour period allowed for completion. As mathematical assistance, only basic non-programmable scientific calculators and basic 4-function calculators are allowed for use during testing. The test is divided into three specific topics, each with their own percentage value. The Laws and Regulations portion of the CHMM exam covers laws, regulations, and delegations in relation to environmental acts and programs and is considered as 25% of the test's value. The Science and Technology portion of the test is about 35% of the overall test and assesses knowledge of all manner of science and technology in relation to hazardous materials. Management Principles and Practical Applications is a bulky portion of the exam, ranking 40% of the overall grade, and tests decision making ability and other management ideas.

The CHMM is administered through third party testing locations and is offered several times throughout the year in various locations in the entire United States. Individuals holding foreign degrees and registering for the exam need to provide documented proof of equivalency in U.S. education and will be assessed an additional $5 fee for testing outside the U.S. or Canada. Subjects should also note that the exam is administered in English only. The CHMM certification, like many other tests currently, can now be taken as a written exam or as a computerized exam, depending on the candidate's preference or requirement.
